The only problem with this is that you can pick up a book at almost any library and see that the HRE was essentially Austria. It was ruled by an Austrian family (the Habsburgs) for an almost 600 years and Austria existed long before Brandenburg became the Kingdom of Prussia , which would go on to unify most of the HRE as the German Empire.
